JIATF 401’s new handbook, “Small Drones, Big Problems: A First Principles Approach to Countering-UAS,” offers a useful primer that centers counter-drone defense on shared vocabulary and lessons learned rather than strategic breakthroughs. Practitioners looking for a quick how-to will find it reads more like a history lesson than a field manual. The biggest takeaway, one most people in the counter-UAS space already know well, is that there is no silver bullet against drones; the threat only gets mitigated through proactive, layered defense. Perhaps the most useful nuggets buried inside are simply to think before acting and to have a repeatable framework to run through when a decision has to happen fast.
What This Handbook Actually Is
The Department of War released this 100-page document on June 18, 2026, written to be read cover to cover. Lieutenant Colonel Paul A. Lushenko, PhD, JIATF 401’s chief strategist and an Army War College scholar, authored the material so it builds logically from threat context to operational response.
The task force itself, established in August 2025 to replace the old Joint Counter-small Unmanned Aircraft Systems Office, exists because counter-UAS efforts across the Pentagon, federal agencies, and allied partners had grown fragmented. This handbook appears designed to provide the doctrinal glue holding that consolidation together.

Structurally, the guide splits into three parts: Drone Warfare, Protecting Against Drones, and Key Considerations. It leans on narrative and historical vignettes rather than dense technical detail. It uses a World War II analogy that compares today’s drone swarms to Nazi U-boats, an effective hunter of Allied shipping that eventually met its match through layered countermeasures. The casual tone, cutesy chapter titles and accompanying sketch art make the handbook approachable and aimed at an audience newer to the subject.
Grounding Theory in Recent Combat
The handbook draws on current operational evidence, even though some of it has already circulated widely in industry discussions. It leans into Operation Epic Fury, the February to March 2026 US and Israeli campaign against Iran, during which Shahed-136 one-way attack drones accounted for 66 percent of Iran’s counterattack activity in the opening phase. It also draws heavily on Ukraine’s Operation Spider’s Web, the June 2025 strike that used 117 drones smuggled into Russian territory inside cargo trucks to hit five air bases and damage dozens of aircraft, including strategic bombers. The document cites Ukraine war statistics showing that first person view drones, despite hitting targets only 20 to 40 percent of the time, still account for 60 to 70 percent of destroyed Russian systems and 70 to 80 percent of Russian casualties.
Pairing those two operations shows how state militaries on both sides of a conflict now field credible, large-scale drone capabilities. The handbook’s separate references to Houthi Red Sea attacks and cartel drone use along the US southern border round out the picture with the non-state side of the threat.
The Four Ps of Drone Threats
The handbook’s clearest contribution to shared vocabulary is the Four Ps framework, a checklist for triaging any unidentified drone sighting.
- Person refers to the operator’s identity and intent, the human behind the controls whose motives determine whether a sighting is a hobbyist mistake or a hostile act.
- Platform covers the physical drone itself, its size, flight characteristics, and payload capacity, which helps responders judge how serious a given aircraft actually is.
- Process addresses the command and control link connecting operator to aircraft, whether that is radio frequency, GPS waypoint navigation, cellular data, a physical fiber optic tether, or AI-enabled autonomous flight that needs no live link at all.
- Payload defines the mission itself, spanning simple cameras used for surveillance all the way to explosive munitions built for attack.
This framework gives operators a simple, teachable mnemonic for a judgment call that existing detection frameworks already treat as integrated. A security officer watching a drone above a stadium or a substation can run through Person, Platform, Process, and Payload in sequence to formulate a workable threat assessment quickly.
The Five Ds of Layered Defense
The handbook outlines a second framework, the Five Ds: Detect, Deny, Disrupt, Defeat, and Discipline.

- Detect covers the layered sensor mix of radar, optical and infrared cameras, acoustic sensors, and RF detection needed to build what the handbook calls decision-grade confidence before anyone acts.
- Deny focuses on making targets harder to find in the first place through camouflage and dispersion. The authors reach back to World War II era camouflage of Boeing’s Seattle plant as a historical anchor for that idea.
- Disrupt covers physical barriers and electronic countermeasures that degrade a drone’s flight path or sensors without necessarily destroying the aircraft.
- Defeat, described explicitly as a last resort, spans link disruption, navigation disruption, software disruption, and kinetic defeat, the actual physical destruction of the drone.
- Discipline, the final D, addresses rules of engagement, training and readiness. The handbook points to the December 2023 drone incursions over Joint Base Langley-Eustis, which forced F-22 relocations over 17 consecutive nights despite officials visually confirming the drones, as a cautionary tale about what happens when commanders lack pre-authorized rules of engagement to act on a detected but ambiguous threat.
Individually, none of the Four Ps or Five Ds are entirely novel. Detection, denial and defeat language has circulated in counter-UAS circles for years. Bundling them into memorable, teachable mnemonics provides a value add for a field that needs shared language across military, federal and local jurisdictions that rarely speak the same operational dialect.
Does It Move the Conversation Forward?
Partially. This handbook does not introduce much that the industry is not already aware of or has not already debated at length. Ground troops looking for a fast reference may find the real pearls of wisdom take some patience to locate. This handbook may be better suited to War College and military academy audiences than to units needing a quick field guide.
The handbook earns credit in both translation and consolidation. It takes lessons from Ukraine, the Middle East, Houthi Red Sea attacks, and cartel drone use along the US southern border and compresses them into a single reference. It also explicitly separates the electromagnetic spectrum and artificial intelligence out as standalone key considerations. It recognizes that AI-enabled swarms that adapt and reposition without constant human control represent a qualitatively different problem than a single hobbyist drone. As a secondary detail, its breakdown of small, medium, and large drone categories by altitude, speed, range, and endurance provides a useful baseline for comparing systems like DJI commercial models against Shahed-136 class threats.
This handbook represents the task force’s attempt to give every stakeholder the same starting point for what may well be the defining security problem of our time. As written, it works best as an introductory training and onboarding tool. Its most durable contribution, if adopted by the larger counter-UAS community, may be in the shared vocabulary it establishes through the Four Ps and Five Ds.
