Moderator Patrick Flynn, Director Growth, CBP/Biometric Programs at GDIT, opened with his assessment that unmanned systems have dragged nation‑state‑level capabilities into civilian airspace and handed them to anyone with a credit card and a YouTube habit. From Ukraine’s UAS strikes on Russian ships to Iran’s use of drones across the Middle East, FIFA 2026 simply became the latest chapter in a global trajectory of rapidly democratized airpower.

Flynn tied that strategic picture directly to stadium and special event security. He pointed to hundreds of reported drone incursions near major U.S. events, including a thwarted plot tied to a White House UFC event and the recent World Cup matches. Introducing Will Bullough, Assistant Special Agent in Charge, Cyber Crime Technology and Telecommunications Division, Florida Department of Law Enforcement (FDLE), he added, “and the gentleman to my right is knee‑deep into that process.”

SAFER Skies: The Rulebook Finally Catches Up

The SAFER Skies Act and its July 1 interim rule provided the new playbook for counter‑UAS operations over FIFA venues and beyond. Dr. Trent Teyema, Executive Director of the Association of State Criminal Investigative Agencies (ASCIA), explained how the law widened CUAS authority from a tight circle of federal agencies to trained state, local, tribal and territorial partners. Bullough underscored how critical the SAFER Skies interim document is for practitioners who now own day‑to‑day drone mitigation responsibilities. Released just days before the Summit, it “gave us almost everything we needed to know” and clarified vague elements of earlier guidance. “Now we have the ground rules of how we’re supposed to act and participate if we want to follow the rules,” he said, noting that penalties for missteps can reach six figures. The rule codifies who can deploy detection and jamming systems, how they coordinate with FAA and FCC, and what documentation and reporting must follow each mitigation. “I see it as very attainable,” Bullough concluded, while warning that exigent circumstances will test any rule requirement for thirty days’ notice before certain operations. His confidence rests on having “a group that we can talk to and work with” at the federal level as state and local agencies stand up compliant CUAS programs.

Florida’s World Cup Playbook: One Sensor To Statewide Net

Bullough described how Florida’s counter‑UAS posture evolved from a single experimental sensor into a statewide network of detection and mitigation systems supporting World Cup venues, critical infrastructure and large events. “We started in this realm only four years ago… with a single sensor on top of the Capitol Building in Tallahassee,” he recalled, noting that one part‑time person ran the original setup.

Today, Florida has six National Counter‑UAS Training Center (NCUTC)‑trained operators statewide and two quasi‑full‑time staff dedicated to CUAS. Even so, “Manpower is a big challenge for us,” Bullough admitted. FEMA’s new Counter‑UAS Grant Program pushed hundreds of millions of dollars into host states to stand up detection and mitigation capabilities for FIFA, but the technology scaled faster than the teams available to run it. “With this, any mitigation… requires obviously 24/7 eyes on the ground,” he said.

Inside The Numbers: What Drones Actually Did Over FIFA Venues

The World Cup became a live laboratory for counter‑UAS performance and stadium drone mitigation. According to Bullough, Florida teams saw on average around ten drone incursions per event in restricted airspace, with peaks approaching forty on the busiest days. “On a good day we’d mitigate maybe twenty‑five,” he said. “On a bad day we would actually mitigate nothing.”

Mitigation relied on a layered defense of RF takeover systems, jamming tools and ground intercept teams tasked to locate and neutralize operators on the ground. Even with that full stack, Bullough estimated an effective mitigation success rate of roughly twenty percent, a figure he said aligned closely with daily reporting from FIFA deployments. Each seized platform then went through forensic review to confirm the absence of payloads or hostile intent.

The good news is that every drone intercepted around Florida FIFA sites appeared to be recreational or curiosity‑driven rather than malicious. “All of these to date are just people that are wanting to go out and film,” Bullough said. But for security teams, that reality only underscored the need to get ahead of the day intent changes.

Decision Time: Thirty Seconds To Act

The World Cup showed that when rules, training and technology align, state teams can stay “left of boom” and make decisive calls in seconds. Temporary Flight Restrictions (TFRs) over World Cup venues established clear airspace baselines, while NCUTC training and FBI guidance gave state teams a structured decision tree for real‑time action. 

Legal authority and training mean nothing if they don’t translate into operational tempo. In this case, the FIFA security construct did allow for rapid, confident mitigation once a drone triggered an alert. The structure empowered trained personnel to act without waiting for higher‑level approval.“There wasn’t any pause,” Bullough explained. “You couldn’t and didn’t wait for a commander to make a decision,’” he said. In a live threat scenario, “you don’t have a lot of time to make a decision.” 

Funding, Integration And The Patchwork Problem

Money and integration remain decisive factors in CUAS program success. Teyema highlighted how FEMA moved with unprecedented speed to deliver 250 million dollars in CUAS grants to the eleven World Cup host states and the National Capital Region, with another 250 million planned for follow‑on events and supporting jurisdictions.[

Florida alone has invested about eight million dollars into drones and CUAS technology, according to Bullough. Yet Teyema warned that large, well‑funded states like Florida, Louisiana, Virginia and California can surge ahead while smaller or less resourced states struggle to decide where to place limited dollars. “Before you invest limited dollars, even with grant money, what are we going to go to?” he asked, pushing for an integrated national approach rather than a patchwork of incompatible systems.

Flynn echoed that concern and linked it directly to national security. “You need sustained programs of record,” he argued, noting that CBP, FBI, DOJ and other stakeholders cannot rely on one‑time injections if they hope to stay ahead of cartels and foreign actors adapting battlefield UAS tactics for cross‑border operations. He warned that cartels are inventive, profit‑driven and fully capable of turning low‑cost drone technology into high‑impact threats faster than traditional acquisition cycles can respond.

Lessons For The Next Tournament — And Next Friday Night

In closing, the panelists pivoted from diagnosis to prescription for the broader CUAS community. For Flynn, the World Cup demonstrated that conventional air defense paradigms do not scale to stadium drones or high‑volume UAS threats. “You can’t send a million dollar missile in to defend against the swarm of a UAS coming at you,” he observed. Instead, he argued for low‑cost, high‑volume defeat mechanisms tuned to the realities of civil airspace, combining layered RF effects, cyber takeover, directed energy and rapid ground interception backed by fast analytics.

He illustrated the stakes with a Ukrainian example: engineers there built a large UAS roughly the size of an A‑Star helicopter, capable of a 150‑kilometer range and a 3,000‑pound warhead. In Flynn’s view, that kind of capability represents the upper bound of what border security and critical infrastructure defenders could face if adversaries decide to leverage the same innovation curve for attacks on U.S. soil. Within that context, FIFA’s wave of small quadcopter incursions looks like a dress rehearsal rather than an endpoint.

Bullough pointed to emerging state‑level working groups under ASCIA that allow Florida to share its hard‑won lessons with peers who are only now confronting CUAS responsibilities dropped on their desks. “We were able to help… give them everything we have, all of the things we’ve done right, done wrong,” he said of a Carolina agency that called looking for a starting point.

Teyema described what keeps him up at night: Friday night football, county fairs and prison yards. He cited correctional facilities intercepting “thousands of these drones” delivering drugs, weapons and even power tools to cell windows, including an escape attempt using an agricultural drone as an improvised extraction vehicle. For him, FIFA is simply the high‑visibility tip of a much larger counter‑UAS iceberg. “FIFA is going to be protected. UFC is a good example. The Olympics are going to be protected.” The real question, he suggested, is what comes next for everyday public safety events.

Teyema confirmed that ASCIA now maintains a dedicated counter‑UAS working group and is pushing to build “ground schools” for state and local law enforcement so officers can absorb everything up to active mitigation before they step into a World Cup‑scale operation. He framed this as essential for sheriffs, troopers, emergency managers and frontline police who will face drones long after the FIFA trophy leaves town.

Flynn closed by pointing back to history, reminding the room that presidents and nations have navigated existential threats before and that leadership matters. In the context of FIFA 2026, that leadership looks like this: codify authority, train aggressively, share data relentlessly, invest in low‑cost layered defenses and treat every stadium incursion as a rehearsal for the day intent turns from benign to hostile.
