This innovative new online portal, built under a NASA Phase II SBIR contract, provides tailored training materials for public agencies, including state, local, tribal, and comparable global organizations, that seek to embrace and shape the future of Advanced Air Mobility (AAM), Urban Air Mobility (UAM), and emerging aviation technologies and markets.
Course Materials Created by Leading Experts
The DLK4AAM online portal was designed through a collaboration between Architecture Technology Corporation (ATCorp) and three of the AAM sector’s foremost developers of training and educational materials:
- Rex Alexander, Five Alpha: A helicopter and eVTOL infrastructure specialist, Rex brings four decades of military and commercial aviation experience. He is globally recognized for his work on heliport and vertiport design, regulatory standards, and safety. Rex also serves as Advisor to the Vertical Flight Society (VFS) and is a key contributor to U.S. and ICAO standards.
- Clint Harper, Harper4D Solutions: With over 26 years in aviation and a Master’s in City Planning, Clint is a U.S. Air Force veteran and community outreach leader. He specializes in AAM integration, stakeholder engagement, strategic planning and making aviation a sustainable part of local communities.
- Dawn Zoldi, P3 Tech Consulting: An internationally recognized drone and AAM law and policy expert, licensed attorney and former Air Force Colonel, Dawn is known for her advanced technology leadership and legal insights. She is featured in Forbes, CNN, and top industry publications, host of the award-winning Dawn of Autonomy podcast and publishes Autonomy Global, a digital media hub accessible in 15 languages.

Designed for Public Agencies Worldwide
The DLK4AAM platform empowers officials and planners to confidently integrate AAM into transportation, infrastructure and public policy. Developed with feedback from CalTrans and the Minnesota Department of Transportation, each course addresses specific AAM needs identified by real-world planning agencies and experts.

A Powerful, Flexible Learning Platform
Built on a popular open source learning management system (LMS) called Moodle, the DLK4AAM portal offers an intuitive and easy-to-use online learning platform :
- A searchable catalog of AAM educational materials by topic area, knowledge level, organization level, and functional role.
- Multimedia learning, including narrative modules, slides, video and quizzes to reinforce understanding.
- Capacity for standalone or integrated training with organizational oversight to enable tracking and continuous improvement for agency teams.
- Eight full courses developed specifically for DLK4AAM by AAM SMEs.
- One “AAM Toolkit” developed in conjunction with Caltrans that comprises podcasts, whitepapers, audio/video presentations, and other course materials created by our AAM SMEs.
- Twenty-three readers comprising publicly-available whitepapers, reports, and presentations selected to cover a number of AAM topic areas of interest.
This program reflects two years of NASA-funded research and development (R&D) to address education and outreach gaps across agency types, with materials customized for the public sector’s real operational needs.
