Phil is a Retired Rear Admiral (NOAA), Senior VP at TriVector Services and the ASTM F38 Committee Chair. An expert in UAS standards, aviation regulations and marine aviation operations, he has played leadership roles in key drone industry groups and standards bodies, including with the JARUS, ICAO, Transport Canada and the FAA.
