Tracy is an 18-year active duty Commander and Judge Advocate in the U.S. Navy* whose global service includes operational assignments at sea and ashore advising decision makers in peace and in combat. Her areas of expertise include national security law, international law, law of the sea, counter-UAS and the outer space legal regime.
